It binary-searches the encoding quality until it finds the highest quality that still lands under your target. If the image can't fit at any quality, it's resized down and the search runs again.

Accepted Answer

The result is guaranteed to be at or under your target, but landing exactly on it isn't possible — we always err on the safe side rather than going over.
